Position Description
General Description:
The Director for Citizenship and Conduct is a full-time, 12-month, exempt position within the Student Engagement Division at Truman State University. The Director for Citizenship and Conduct reports to the Vice President for Student Engagement. The Director for Citizenship and Conduct is collaborative, developmental, and possesses strong leadership and management experience. Primary responsibilities include directing the university conduct process and implementation of the student conduct code, promoting responsible university and community citizenship, and supporting student wellness and success.
The relevant knowledge base for the Director for Citizenship and Conduct includes, but is not limited to: FERPA; Cleary Act; Title VI; First Amendment; Title IX; Violence Against Women Act (VAWA); conflict resolution; mediation; hazing mitigation; due process and fundamental fairness; other applicable local, federal, and state laws; student development; ethical development; social identity development; group development; community building; restorative justice; motivational interviewing; and change development.
Remuneration
The Director for Citizenship and Conduct receives a starting salary within the range of $50,000 – 60,000.

Specific Responsibilities:
Direct the Office of Citizenship and Conduct:
- Serve as the primary university conduct and investigative officer. Review complaints of misconduct, lead investigations of misconduct, facilitate conduct meetings, facilitate resolution proceedings using formal and informal mechanisms, and produce written notification and outcomes in a timely manner.
- Review Department of Public Safety, Residence Life, and other available reports daily.
- Investigate incidents of alleged student and student organization misconduct.
- Facilitate both formal and informal procedures to resolve misconduct by students and student organizations in a timely manner.
- Maintain and update the student conduct code in consultation with all appropriate constituencies.
- Manage the university’s conduct software system in partnership with Information Technology Services (ITS).
- Maintain student and student organization conduct records that meet State of Missouri document retention requirements.
- Oversee the university’s Conduct Board and facilitate panel hearings as outlined in the student conduct code. Recruit, select, train, and support faculty, staff, and student volunteers to serve on the Conduct Board.
- Collaborate with the Office of Institutional Compliance (OIC) to navigate Title IX misconduct based on current federal guidelines.
- Collaborate with and provide training to the Residence Life Department in managing misconduct related to rules, policies, and procedures for on-campus residents.
- Collaborate with and provide training to the Union and Involvement Department in managing misconduct by student organizations.
- Collaborate with campus partners to facilitate educational outcomes for students and student organizations involved in the conduct process that ensure accountability while promoting the values of trust, community, civility, and responsible citizenship as outlined in the conduct code.
Promote Responsible Citizenship:
- Facilitate meetings among students to promote civil dialogue and mediate conflict that supports student and student organization compliance with university rules, processes, and procedures.
- Present educational programming and implement intervention strategies to promote responsible citizenship.
- Meet with student organizations and organization advisors to develop internal processes that promote responsible citizenship and compliance with all university rules, processes, and procedures.
- Provide risk management training to student organizations and organization advisors.
- Implement voter registration process that ensures compliance with state and federal laws and regulatory requirements.
Support Student Wellness and Success:
- Serve on the university’s Students of Concern (SOC) team that uses a CARE (Concern, Assessment, Referral, and Education) approach to provide resources to students to promote wellbeing and student success. Identify student conduct cases that may require a threat assessment and escalate to the SOC team. Serve in SOC team’s on-call rotation.
- Manage individual student cases where the SOC team or the Vice President for Student Engagement has identified a student of concern that needs an individualized success plan developed and implemented.
- Connect with, support, and refer students in distress to appropriate campus and community partners in ways that contribute to their wellness and success.
- Provide leadership to university wellness initiatives. Serve on the university’s wellness committees and provide leadership to our university’s MOPIP (Missouri’s Partners in Prevention) initiatives.
Professionalism:
- Ethical, legal, and professional conduct and behavior that is in compliance with university policy and state and federal laws and regulatory requirement.
- Be committed to improving professional skills through ongoing professional development activities offered by ASCA, ACPA, NASPA, and CAS. Stay current with literature and training offered by the conduct profession.
- Maintain accurate conduct records on students and student organizations.
- Represents office and division at programs, trainings, prospective and admitted student visit days, new student orientation, Truman Week activities, and special events.
- Attend division leadership meetings and supervisory 1:1 meeting regularly.
General Responsibilities:
- Responsible for the evaluation of their areas of responsibility including offering an annual assessment survey to determine stakeholders’ satisfaction with their services.
- Responsible for setting fiscal priorities and for managing, monitoring, and reconciling their budgets to ensure that expenditures do not exceed budgetary allotments. Ensures all Business Office purchasing processes are followed.
- Hire, train, and supervise student employees.
- Coordinate special projects and serve on committees as assigned or approved by supervisor.
- Perform other duties as assigned.
Position Requirements
Required qualifications
- Bachelor's degree with three or more years of relevant experience
- Understanding of college students conduct administration
- Demonstrated experience facilitating conduct meetings with students
- Experience planning and implementing educational programs and trainings
- Strong organizational skills with the ability to manage multiple tasks
- Superior written and oral communication skills
- Demonstrated computer systems literacy
Preferred qualifications
- Master’s degree in higher education, student affairs, or a closely related field
- Experience in managing student conduct processes
- Experience conducting investigations in an educational setting
- Experience training students, faculty, and staff in a higher education context
