Heather Klišanin, Director, Student Conduct and Ethical Development
Heather currently serves as the Director for Student Conduct and Ethical Development at the University of South Florida St. Petersburg. She has been at USF for over 15 years serving in roles with Housing and Residential Education and Student Conduct. In 2017, she was instrumental in establishing a stand-alone functional area to oversee student behavior at this regional campus.
Higher education has been Heather’s passion and career choice for over 22 years. She has direct experience with student conduct, housing, residential education and Title IX. She has also found great value in dedicating herself to the field with involvement in ASCA. Heather has served in a variety of ways including, Faculty Fellow at the Gehring Academy, Women in Student Conduct CoP Chair, Membership Committee – Mentorship and Retention Sub-Committees Lead, ASCA Florida Membership Chair for Public Institutions and currently serves as the Senior Conduct Officer Liaison for Region 8. Heather received her M.A. in Recreation Administration and B.A.A. in Parks, Recreation and Leisure with a concentration in Outdoor and Environmental Recreation from Central Michigan University.
Heather resides in sunny Florida with her sugar glider, Taffy. She enjoys spending time on the water, serving the community and watching professional hockey, where you can find her cheering loudly for the Tampa Bay Lightning.
Melissa Graham, PhD, Assistant Dean of Students | Director, Student Conduct and Ethical Development
Melissa Graham brings 18 years of professional experience in higher education administration, including leadership in student conduct, residence life, and Title IX compliance. She currently serves as Assistant Dean of Students and Director of Student Conduct and Ethical Development at the University of South Florida. Her work includes developing and revising student conduct policies and procedures, managing complex case adjudications, overseeing the university’s student conduct process, collaborating with campus partners, and, most importantly, ensuring that the process is fair, consistent, and educational to support student success.
Melissa has authored research on Title IX implementation, including her doctoral dissertation exploring institutional responses to evolving federal guidance, and co- authored a chapter on the intersection of Title IX, high-risk drinking, and hazing in Campus Crisis Management: A Comprehensive Guide for Practitioners. Melissa is dedicated to fostering equitable and supportive campus environments through a collaborative, compliance-focused approach to student conduct. She holds a BA in Communication and a PhD in Educational Leadership from Mercer University, and an MS in Family, Youth, and Community Sciences from the University of Florida.
Melissa lives in the Tampa Bay area with her husband, two Great Pyrenees dogs (Sidon, Georgia Jane), and six cats (Desi, Ivy, Thumbs, Ashe, Baby Grae, and Elsie Mae). In her free time, she loves being in the water and watching sports, especially college football.
Josh Cutchens, Ed.D., ASCA Director of Member Experience & Operations
Josh Cutchens (he/him) has served as the Director of Member Experience & Operations of ASCA since 2023. He has successfully defended his dissertation in the Educational Leadership program at Appalachian State University, which will be officially conferred in August 2025. His dissertation is titled: Fairness, Equity, and Inclusion: A Social Constructionist Approach to Admissions Prior Conduct Policies and Procedures. Josh earned his M.Ed. in Curriculum and Instruction with a focus on College Student affairs from the University of South Florida and his B.A. in History from the University of Florida.
Josh has worked in Higher Education for almost 13 years and has held professional roles in student conduct and Title IX. He has served in multiple volunteer roles with ASCA, from the State Coordinator for Florida to the South Region Chair, to the Chair of the then Assessment Community of Practice, and as the Chair of the Public Policy & Legislative Issues (PPLI) Committee. He has also written two articles for ASCA Reflections.
Josh has an amazing wife (Amanda), two phenomenal daughters (Abigail and Emma), three spunky cats (Allie, Pringles, and Ash), and one silly golden retriever (Cooper). In his free time, Josh partakes in Baking with the Cutchens where he and his two daughters bake delicious desserts.
